DuPage County panel approves planned development with amendment requiring native planting along Forest Preserve

The DuPage County Development Committee voted to approve a conditional planned development (DCO 11-25, Zoning 24-77) and amended the petition to require native vegetation along the site’s west perimeter adjacent to the county Forest Preserve.
The motion, approved by voice vote, follows a recommendation from the Zoning Board of Appeals and incorporates a dark-skies exhibit into the approval. The project as described in committee materials includes 10 DTS and 6 and 1 DTS dwelling units, a 14,172-square-foot divisible shopping center and two place-of-assembly buildings totaling approximately 54,963 square feet, and an increase in allowed building height from 36 feet to about 40 feet.
The amendment requiring native plantings grew out of a concern raised by the Forest Preserve. Paul, the petitioner’s attorney, told the committee that the county scoring system for landscape points allows a combination of native and other species and that the petitioner would accept an amended condition making "everything on the west Side adjacent to the forest preserve exclusively native vegetation." Paul said, "making all of that western, full landscape screen adjacent to the forest preserve, all native vegetation is not a problem as an amended condition for the petitioner." Chair Tourniqui confirmed the amendment applied only to the west perimeter adjacent to the Forest Preserve.
Committee members also noted that the packet included a dark-skies resolution as an exhibit to the approval. A committee member said the resolution’s inclusion meant, if the ordinance is approved, the dark-skies provisions become part of the approved ordinance.
The committee recorded no roll-call opposition to the amendment or the final ordinance on the record; the Zoning Board of Appeals had voted 6-0 to recommend approval. The committee proceeded by motion and voice vote; the chair announced the ordinance approved.
The committee did not identify additional, project-specific implementation steps during the discussion beyond the landscape plan condition. The landscape plan will be submitted with the building permit and must show the perimeter screening and the native plantings required by the amendment.
