Council warned state budget talks could delay or remove expected marijuana excise-tax revenue

Staff warned council the legislature could alter or remove the distribution language that would have sent funds to local governments; as a result, the city cannot yet rely on projected receipts. Staff emphasized that the state had not made any payments to localities under the current law and that the first retail sales in Ohio occurred in August of the previous year, so any payments would be recent rather than multi-year retroactive distributions.
Councilmembers were urged to follow the budget deliberations and to contact state representatives if they have views on the matter. Staff said they will continue to monitor the state budget process and report back if the situation changes.
