Forest Park council adopts financial, staffing and energy resolutions; reappoints CPB representatives

On March 3 the council adopted Resolutions 05-2025, 06-2025 and 08-2025 (all 7-0), withdrew Resolution 07-2025, and approved four reappointments to community programming boards by voice vote (7-0).
The Forest Park City Council on March 3 adopted a package of resolutions addressing temporary reimbursement authority for capital projects, a staff title change in economic development, and a new electric aggregation agreement; the council also reappointed four representatives to community programming boards.
Resolution 05-2025, adopted unanimously, delegates authority to make declarations of official intent and allocations to reimburse temporary advances made for capital improvements and acquisitions from subsequent borrowings. "This resolution is a declaration of official intent to reimburse any capital expenditures paid prior to the issuance of the obligations intended to fund such capital expenditures," Councilmember Sylvester said during discussion.
Resolution 06-2025, also adopted 7-0, amends the salary/resolution table to change the title of a position from Economic Development Manager to Assistant Economic Development Director. Councilmember Sylvester moved adoption of the resolution and the vote was unanimous.
Resolution 07-2025 was withdrawn from the agenda and was not considered.
Resolution 08-2025 authorizes the city manager to enter into an electric aggregation agreement with an electric supplier recommended by Energy Alliance Inc., the city’s energy aggregation consultant. First Vice Mayor Holt noted that residents approved an energy aggregation program in 2019 and that since 2020 the city has used contracts with Constellation and Energy Harbor; the Energy Harbor contract ended in May 2025 and the city has solicited new bids and is awaiting additional information from Duke Energy. The council adopted Resolution 08-2025 by a 7-0 vote.
The council also moved to reappoint Steven Cottle, Terrence Harrison, Diana Herbie and Drew Jackson to the community programming board, to concur with Diana Herbie as board chair, for terms expiring March 31, 2028. The reappointments passed by voice vote, recorded as unanimous.
