District negotiators urge quick finish to talks as new state bills threaten collective bargaining

Logan Hall, a district administrator involved in negotiations, said the district has held preliminary meetings with the Salt Lake Education Association (teachers) and classified groups and is working to have any written-agreement changes returned to the board by April 15 so the board can act before state statutory deadlines. "We need to have that back to you no later than May 6. That's the absolute latest deadline because we cannot make changes as a result of House Bill 267 passing this year after May 7," Hall said.
Hall told trustees the district is targeting April 15 to return proposed changes to the board and hopes to finish bargaining earlier; he said the written agreement with the educator group currently expires on June 30, 2026. He also noted another bill under consideration (identified in the meeting as House Bill 545) could nullify any parts of a written agreement that create shared‑governance provisions.
Board members asked how the passage of legislation that would end collective bargaining or change shared-governance rules would affect the district's work; Hall said some changes would not immediately alter existing contract terms until their stated expiration, but portions addressing shared governance could be affected sooner if the bill becomes law.
The board directed administration to continue negotiations and to return with a status update; negotiators said they will report back in early April and aim to have any needed board actions on the April calendar so the board can meet state-imposed deadlines.
