The Liberty County Board of Commissioners approved moving the county payroll and HR system from ADP to Paylocity and authorized implementation to begin April 1.
County staff said they compared three vendors and selected Paylocity based on functional fit for public-safety timekeeping, customer service responsiveness and the ability to include career-portal and appraisal features at no extra charge. Staff presented cost comparisons showing current ADP costs of about $240,000 and projected Paylocity recurring costs around $201,000; implementation costs were quoted at $28,500 and staff proposed using American Rescue Plan Act (ARPA) funds to pay that implementation charge.
Presenters said Paylocity would better integrate with fire-service timekeeping (CrewSense reports) and reduce time spent manually importing and reconciling public-safety hours in ADP. Staff recommended an April 1 contract start and estimated a five-month implementation timeline, with potential for one month of overlap with ADP to ensure payroll continuity; staff told the board they expect to be fully operational by August.
Commissioners asked about vendor demonstrations and references; staff said vendors provided virtual demonstrations and references were checked with favorable feedback. A motion to approve the presentation and move forward with Paylocity implementation was made and seconded; the board approved by hand/voice vote.
