Health department seeks carryover funds for Boys & Girls Club programs, nurses and summer staff

Vigo County Health Department asked the council to reappropriate carryover funds for a partnership with the Terre Haute Boys & Girls Club, summer interns and contract nurses, and to allocate small carryovers for Griffin Bike Park building work.
Joanie Wise, administrator of the Vigo County Health Department, requested that the council reappropriate unspent 2024 carryover funds to support several public-health initiatives.
Wise said she negotiated a tentative plan with the Terre Haute Boys & Girls Club to use Health First Indiana carryover funds for nutrition education, tobacco and vaping prevention, trauma-informed activities, oral health screenings, vision and hearing screenings, STEAM programming, and 20 new computers for the club—9s renovated facility. Bobby Moore, CEO of the Terre Haute Boys & Girls Club, described the club—9s recent $1.4 million renovation, current attendance averaging more than 100 children per day, low membership cost ($30/year), and a summer camp fee of $60 per week.
Wise also asked to appropriate carryover funds for summer interns (four interns for eight weeks), a contract data-entry hire to populate records into the new cloud-based inspection system (Inspect2Go) for environmental health inspections, and support for contract, retired registered nurses to assist with communicable-disease casework. She noted public-health nurse vacancies can remain open a year or longer and that contract nurses help meet investigation timelines.
Additionally, Wise asked the council to reappropriate a small 4-series carryover to support Griffin Bike Park building work. She said the county allocated earlier IHFI monies and that the requested carryover would assist parks.
Judge Lakshmi Reddy separately requested reappropriation of an Alternative Dispute Resolution (ADR) fund balance of $66,569.12, explaining the ADR fee collects $20 from certain family law filings and funds mediation, parent coordinators and other services; the fund does not revert to the general fund. She asked that the total balance be reappropriated for ADR uses.
No formal votes on these carryover appropriations were taken during the meeting.
