The Alexander City Council on March 3 authorized the mayor to execute an agreement with Russell Lands Incorporated, BioFlow Incorporated and Willow Point Golf and Country Club LLC to support an extension of municipal sewer service to the Willows and Willow Point neighborhoods.
Under the public-private partnership described at the meeting, Russell Lands agreed to assist the city with extending sewer service and, if the city requires financial assistance up front, Russell Lands will provide funding that the city will repay from revenue created by the service extension. The council discussed this as a strategic move to add customers, increase long-term revenue and reduce per-customer sewer costs.
Council members praised the long-standing partnership with Russell Lands and said extending service to these neighborhoods will create additional revenue opportunities and help with long-term sewer cost management. The resolution was moved and approved by roll call vote; the meeting record shows unanimous approval.
No specific financing terms, repayment schedule or project timeline were approved or adopted at the March 3 meeting. Staff said the agreement formalizes cooperation and provides a framework for any necessary short-term financial assistance, and that the city will identify projects for the extension and follow normal procurement and permitting processes before any construction begins.
The council noted the agreement supports broader efforts to find funding avenues and to manage sewer costs for residents. Council President Pro Tem thanked Russell Lands for continued partnership during remarks.
