Drew, speaking for staff, said only two bids initially met specifications, one about $330,000 and another around $190,000; negotiations removed nonessential items such as spray-foam insulation to reduce cost. The city plans to build the recycling facility on a vacant lot at the corner of Raley Road and Texas Avenue, provide 24/7 citizen access outside the fence, and incorporate features to allow weekend access. Staff said the vendor has a four-week lead time to receive the building after a notice to proceed and that the city will issue the notice and give the contractor six weeks to start on site.
Councilors expressed appreciation for the recycling-site staff and the on-site attendant’s work. The council also amended the resolution’s budget language to change a referenced $108,000 figure to $104,110 (as recorded in the motion) and then voted to approve the award as amended.
The resolution names the contractor as J. Manuel Constructions LLC in the agenda language; a motion in the meeting referenced “Jay Manifold” during discussion. The record shows the award as amended to $161,645.21.
Construction timing: staff said the manufacturer has a four-week lead time for the building and the city will issue a notice to proceed and allow six weeks for the contractor to mobilize. No building permit or construction contract beyond the bid award was signed at the meeting.
