The library board will manage facility design and the RFP process for construction; the city will own the property and will handle contracting for property improvements. One program requirement is that construction must begin by July 1. Roger said staff will submit invoices for reimbursement during the design process and will make a later decision about committing to full construction once funding availability is clearer.
The council moved and seconded the staff recommendation and approved the agreement by voice vote.
