Madison approves annual stormwater services contract with OHM, not to exceed $20,000

Nicole Shell presented the annual contract, saying it covers professional support for the city’s MS4 (Municipal Separate Storm Sewer System) program, including documentation, permits and membership in the Southern Indiana Stormwater Advisory Committee (SWAC). Nicole said OHM assisted the city previously with revisions to the stormwater ordinance required by the Indiana Department of Environmental Management (IDEM) and will work with the city’s MS4 coordinators as needed.
Board members emphasized the continuing need for policies, targeted capital investments and mapping of stormwater infrastructure. Nicole noted the OHM contract is separate from the Commonwealth Engineering contract that is evaluating repeated flooding at Walnut Street and Crooked Creek; OHM focuses on MS4 policy and compliance while the other contract focuses on site‑specific flood mitigation.
A motion to approve the OHM contract for up to $20,000 passed by voice vote; a board member confirmed the expense is budgeted under professional services.
