Brian said the affected culvert is the one south of J. A. Berry Lane — one of four culverts INDOT plans to address along State Road 7 — and that the city has handled similar agreements for prior projects. After the motion to approve the two INDOT agreements, the board approved them by voice vote.
The agreements are administrative arrangements ensuring the city’s utilities meet contractual obligations when private or state projects affect utility assets in someone else’s right‑of‑way. The board did not discuss additional funding sources or further technical details at the meeting.
