Council approves annual housing‑element implementation report; staff said state does not reimburse local preparation time

The City Council on March 4 approved El Segundo’s annual General Plan implementation report, including the housing‑element progress update the state requires.
Mayor Pro Tem Baldino briefly led questions about the report. Council members asked staff how much time was required to compile the detailed document. Principal Planner Paul Samaras and Director Michael Allen said the effort involves several departments and likely totals “a couple hundred hours” of staff time each year. Allen said the state does not reimburse cities for preparing the report and described it as an unfunded mandate.
Council Member Baldino made a motion to approve the housing element progress report; Keldorf seconded and the motion passed by voice vote with no recorded opposition or abstentions.
Staff said the housing element contains 11 programs including Program 9 (the municipal code amendments work), and that the newly proposed parking ordinance under Program 9 was the remaining item to implement. The council did not alter the content of the report and approved it for filing.
