Downtown Pullman Association urges B&O tax credit pledges as Main Street designation opens funding window

Representatives of the Downtown Pullman Association told Pullman City Council on March 4 that the association's new Main Street designation makes the downtown eligible for a state B&O tax credit program and asked local businesses and nonprofits to pledge support before the state’s initial allocation window closes.
Judy Cold, president of the Downtown Pullman Association, said the organization is a 501(c)(3) and that the Main Street designation qualifies the downtown to receive donations from B&O or public utility taxpaying entities that can receive a 75% tax credit against next year’s tax liability. Cold said the first quarter of the calendar year the state “ring fences” the available amount for each designated community; after April 1 the allocations move to a first‑come, first‑serve basis. She urged local donors to pledge early so Pullman can secure its share of the credits.
Bobby Bridal (Downtown Pullman Association) reviewed ongoing programs including a “Beautiful Buildings” micro‑grant effort in partnership with the Pullman Civic Trust, applications to Innovia and other grant sources, summer promotions and event planning led with WSU interns, and requested council support to allow downtown‑owned tables, chairs and umbrellas (about $10,000 worth) to be used in public downtown spaces to help activate outdoor seating.
Cold said the association will return next month with an update on the campaign and thanked council members for their attention.
