The Battle Ground City Council on March 3 adopted Ordinance 2025-01 to annex two parcels known as the Winters annexation into the city’s limits.
The adoption concluded a public hearing in which no members of the public spoke. City staff said the parcels are inside the city’s urban growth boundary and would receive pre‑annexation zoning controls. Deputy Mayor Bowman made the motion to adopt the ordinance; Council Member Kuipers seconded. The motion passed unanimously.
The ordinance provides for the annexation of the specified property subject to assumption of indebtedness and establishes pre‑annexation zoning for the parcels. The city clerk was directed to file a certified copy of the ordinance with the Board of County Commissioners of Clark County and to file the certificate required by RCW 35A.14.700 with the Washington State Director of Financial Management within 30 days of the effective date.
Council members asked one procedural question about whether a 35 mph speed limit assigned at a corner would be moved if the annexation proceeded; staff indicated the traffic control assignment would be addressed in follow‑up implementation actions.
With no further public testimony, the council closed the hearing and adopted the ordinance. The measure becomes effective according to the ordinance language and subsequent filings with the county and state.
