Industrial Development Board hears City Council-approved pilot policy changes; final vote scheduled next month

At a meeting of the Industrial Development Board (IDB), City of Chattanooga staff reviewed a City Council–approved set of pilot incentive policies and outlined changes to how pilot agreements will be vetted, approved and reported.

The presentation by Charita Allen, senior advisor for economic and workforce development for the City of Chattanooga, described the document as a recruitment incentive that is discretionary rather than statutory and summarized additions made since the board last saw the draft, which staff identified as moving from version 8 to version 15.

The revisions tighten the IDB’s application and oversight process and add transparency measures. Allen said the delegation language that previously allowed certain “transactional” pilots to be decided by the IDB has been removed from the policy. She described the document as including a points matrix (Exhibit A), a longer application (Exhibit C), and an exhibit of targeted industries (Exhibit D). “This is a recruitment incentive, and with that in mind, it is discretionary, meaning it is not statutory,” Allen said.

Why it matters: the pilot policies govern how local property-tax pilot agreements (often used alongside state incentives) will be reviewed and monitored. Those agreements can affect local tax receipts, job commitments and contractual obligations for developers and companies receiving incentives.
