Planning commission approves sign upgrades and design waiver for First Congregational Church on Second Street

The O'Leary Planning Commission on March 4 approved two related sign requests for First Congregational Church at 330 Second Street: a variance to refresh the existing sign with an LED message center and a waiver of design-review guidelines for an internally illuminated upper sign with a white background.
Dean Schramm of Schramm Signs said the project will not increase the sign’s overall square footage but will replace the lower section with a digital message center and refresh the upper sign face. "It's not increasing the square footage or anything," Schramm said, adding the firm installs signs in many municipalities and that color regulation is uncommon.
Staff reviewed the application and recommended approval, citing prior similar approvals by the commission. Engineering and the fire department recorded no comments. No public opponents appeared at the hearing.
The commission approved the variance (case 2025-100018) by motion from Commissioner Oderco, seconded by Commissioner Aden, and approved the design-review waiver (case 2025-100014) on a motion from Commissioner Panowski, seconded by Commissioner Endurko; both votes were taken by voice and carried.
