Board approves AT&T rent reduction at county West Tower, keeps five‑year escalator

Travis Chipberly of the Woodbury County Communications Center told the board the carrier asked the Starcom board for a rent reduction to align with its business needs. “They approached the Starcom board for rent reduction,” Chipberly said. He told the board the Starcom board approved a $125 monthly reduction; in return the county declined the carrier’s request to change the contract escalator to 5% every five years and kept the existing 10% five-year escalator applied to other vendors. Chipberly said the amendment was intended to take effect March 1.
Supervisor Bittinger moved to approve the resolution to sign the lease amendment; Dietrich seconded. The motion passed 5-0.
Why it matters: The amendment reduces monthly revenue to the county by $125 but preserves the county’s standard escalation schedule for future rent reviews. Chipberly said the West Tower hosts equipment serving the nearby high school and middle school and that the county’s Starcom board negotiated the change to align with the carrier’s business needs while protecting the county’s escalation terms.
