Committee clears changes to private investigator licensing, including removal of home address from ID

Senator Todd Wyler presented SB303, describing a set of technical and substantive updates to private investigator licensing. Among changes in the bill are a requirement that sponsoring agents be notified of license cancellations or disciplinary actions, a 16-hour continuing-education requirement for license renewal starting in 2027, and changes to agency records and management in the event of an agent's incapacitation or death.
Wyler said the bill removes the requirement that private investigators' identification cards display a home address, noting that the placement of a private investigator's residential address on an ID can create safety concerns. "The main gist of this bill is we're not going to require that home address to be on their ID," he said.
The bill also includes procedural safeguards so an investigator facing disciplinary action receives notice and a hearing before losing a livelihood, and it contains technical conforming changes and provisions about bail bond recovery and board-member terms.
The committee had no public opposition during its scheduled public comment period. Representative Gwen moved to pass SB303 with a favorable recommendation; the committee voted by voice and the bill passed unanimously according to the transcript.
Proponents and the sponsor characterized the changes as responses to practical problems raised by licensees and stakeholders in the private-investigator community and as primarily technical updates to the licensing statute.
