House committee OKs bill to treat high‑school rodeo participation as excused activity

Senate Bill 279, which would add high-school rodeo competitions to examples of approved school activities that qualify for excused absences, received a favorable recommendation from the House Education Committee with one dissenting vote.

Sponsor Senator McKell described the change as aligning rodeo participants with other student activities such as athletics: "we just wanna make sure these kids are at the same standard of other kids, put them on the same standard as kids that that play football, cheerleading, anything else." The sponsor said concerns prompting the bill were not widespread but were reported by rural families whose students had trouble obtaining excused absences for rodeo events.

Committee members asked whether similar accommodations should apply to other extracurricular travel (dance, music, travel sports); the sponsor and staff said the bill is narrowly tailored to the high-school rodeo association but noted line language that allows local school boards or charter governing boards to recognize other excuses. Public commenters, including representatives of the Utah Farm Bureau and parent volunteers, testified in favor, saying rodeo is an important rural activity. Representative Peck moved to favorably recommend SB 279; the committee recorded one no vote (Representative Miller) and the chair announced the motion passed.
