Carmel council approves $267,156 police forfeiture appropriation for law enforcement aid fund

The Carmel Common Council on March 3 approved a first-reading appropriation and immediate action to place $267,155.99 into the city's law enforcement aid fund to allow the police department to use seized and forfeiture-derived revenues.
Police Chief Drake Sterling said the money represents the first amount available in a newly created account for police forfeitures and seizures; the revenues are deposited into the fund and then must be appropriated before spending. "This is the first amount of money that has come available to us," Chief Sterling said. He told the council that historically forfeiture dollars had been handled differently and that the city established a separate fund to segregate drug-related and other seizure revenues.
Councilor Locum asked whether the grant fund is involved in the intake process; Chief Sterling clarified the grant fund is not touched and that receipts are deposited to and appropriations are made from the new law enforcement aid fund. The council voted 9-0 after suspending the rules to approve the appropriation and immediate action.
Staff said future forfeiture revenues will be brought to the council for appropriation as they are received or during midyear budget adjustments.
