Codington County to close community service office for Transition to Success staff training

Codington County commissioners approved a one-day closure of the county’s community service office so staff can attend a Transition to Success case-management training the county is hosting locally.
The training will be delivered by the Helpline Center of Sioux Falls and is scheduled for the following day in Watertown; presenters said the session is capped at 20 community members and will include staff from the human services agency, the local school district, the Beacon Center and Lutheran Social Services. Commissioners approved the closure by voice vote after a motion by Commissioner McElhaney and a second by Commissioner Schwier.
Sarah, who presented the item, described the training as a new model that ‘‘views poverty as a medical diagnosis’’ and provides a structured, client-based care-plan approach. "It really looks at poverty from a different perspective and then allows people to create a care plan that's really client based and that they can carry out through other services," she said in the meeting.
Staff said there is no out-of-town travel involved; the training will be held locally in a community room (presenters referenced the local police department community room). During the closure county staff said they will continue to check voicemail and that the presenter’s phone will also receive county calls for urgent matters.
Sarah told commissioners she would share the materials used in the training and a link to the Transition to Success website so they could review the model and its evidence base. One commissioner asked for the materials to better understand the philosophical change the program represents; staff agreed to provide them.
Why it matters: Transition to Success is a case-management model used by human-services agencies to structure client assessments and care plans. Adopting a standardized approach can change how the county coordinates services with partner agencies and how frontline staff prioritize and follow up on client needs.
Next steps: staff will distribute training materials and a website link to commissioners after the training and will continue to monitor calls for urgent client needs while the office is closed.
