Franklin County approves opioid settlement payments to local prevention, treatment and recovery programs

Franklin County commissioners voted to approve Commission Order 2025-61 to distribute opioid settlement funds to a group of local prevention, treatment and recovery organizations.
The order directs the county to issue checks to several local entities that together make up the county’s opioid settlement committee. That committee includes PreventED, the HOPE Coalition, the CRUSH Coalition, Foundations for Franklin County and the Franklin County Treatment Courts, officials said during the meeting.
Jenny Armbruster, identified as with PreventED, told commissioners the national opioid settlement ‘‘was designed to address the opioid crisis from prevention through recovery in our communities.’’ She said the county committee has used the first year of funding to support prevention activities such as public awareness and the Teen Drug Summit, to help the treatment courts and to link people to recovery services.
Armbruster said the committee presented a combined request and each participating organization submitted a budget; the county will issue payments directly to the entities. "We have about 4 different entities, really 5. We have PreventED, the HOPE Coalition, the CRUSH Coalition, Foundations for Franklin County, and the Franklin County Treatment Courts, all working together," she said.
During discussion, commissioners noted a discrepancy in a printed total and clarified per-agency allocations listed in the commission order. The per-agency amounts read into the record were: Treatment Courts $102,276; PreventED $121,238; Franklin County CRUSH Coalition $20,000; HOPE Coalition $89,100; and St. Charles County Medical Examiner $47,000. The commission approved the order "as written." The motion to approve was made and seconded and commissioners signified approval by saying "aye."
The payment approvals follow the committee’s stated priorities of prevention, treatment-court support and recovery linkage; the county did not provide a single consolidated grand total during the recorded discussion, and commissioners relied on the line-item amounts in the order packet.
Commission Order 2025-61 was recorded as approved by the commissioners.
