City staff say RDA under contract to buy Aspen Care property; purchase contingent on council vote and budget transfers

City staff said at the March 4 joint work session that a real-estate purchase contract is in place for the Aspen Care Center and that the Ogden Redevelopment Agency (RDA) would be the buyer, subject to council approval.
Jeremy (city staff) briefed the council that negotiations produced a purchase contract negotiated between the RDA and the Weber Housing Authority and that the transaction would use funds designated for infill development and the city’s Quality Neighborhoods Initiative. Jeremy said the sale is being expedited so the housing authority can protect grant timelines.
“There has been negotiation taking place where the city RDA would actually purchase this property,” Jeremy said. He added that staff have completed an appraisal and are trying to ensure the Weber Housing Authority is “made whole” for the purchase price and reasonable expenses it incurred during the process.
Mara (city staff) outlined the financing steps the council will be asked to approve: a budget amendment to move surplus funds from a BDO account into the general fund, transfer those funds into the Quality Neighborhoods Initiative account, and then transfer from that account to the RDA to support the purchase. Mara said that process will be presented as a budget amendment at the next council meeting and that the real-estate purchase contract is contingent on council approval.
Council members and staff discussed which RDA/housing funds could be used and clarified that the city’s RDA housing money can be spent anywhere in the city. Janine (city staff) added that the Quality Neighborhoods Initiative funds are distinct from the RDA housing funds, and the proposed transaction uses Quality Neighborhoods funding routed through the RDA as the purchasing vehicle.
Staff said the transmittal and supporting documents will be routed to council members in the following days; the RDA sale and associated budget amendment are expected to appear on the council agenda for vote next week. No final vote was taken during the March 4 work session.
Ending: The RDA purchase agreement for the Aspen Care Center remains under contract but will not close until the city council approves the required budget amendment and the RDA’s real-estate transaction at a public meeting.
