Lake Forest Park council and staff reviewed progress on housing policy changes and discussed options to increase housing availability, affordability and code clarity.
Staff briefed council on middle‑housing requirements and how the state law and recent legislative changes shape options for duplexes and accessory dwelling units. Council members discussed consolidating multiple single‑family zoning categories to simplify development rules and reduce perceived inequities created by historical annexations; staff said the planning commission could fold a single‑family consolidation into its existing 2025–2026 work program but cautioned community outreach and timing may push some changes into 2026.
Councilmembers and staff also discussed ADU facilitation measures: standardized/stock ADU designs, pre‑approved plans and outreach to reduce permitting cost and time for homeowners. Staff said some prior inventories and contractor data exist but that a short analysis is needed to scope consultant work and budget for stock‑plan development.
Finally, councilers and staff noted interest in community land‑trust (CLT) models for long‑term affordable homeownership. While the city does not currently own surplus property for immediate CLT development, staff suggested a policy to keep eyes open for acquisition opportunities and to ask CLT proponents to present options and nonprofit partnership models for the council to review.
