Albany County Legislature approves collective bargaining deal for DA investigators, amends 2025 DA budget

The Albany County Legislature on Feb. 27 approved a collective bargaining agreement between the District Attorney’s Office investigators unit, Teamsters Local 294, and amended the county’s 2025 District Attorney budget.

The agreement was presented by a delegation from the District Attorney’s Office including Lee Kinlan and Chief Assistant Joe Maney, who asked the Legislature to approve the negotiated contract. Kinlan told the Legislature, “We’re here tonight, asking for your approval of a collective bargaining agreement between the district attorney’s office investigators unit local 2 94, and the county.”

Legislators asked staff questions about negotiation responsibility and budget impacts. One legislator asked whether the county executive had been involved in the negotiation; a presenter replied that the director of employee relations is the county official who negotiates unit contracts. Kinlan indicated that any broader budget changes tied to the agreement would be addressed in a separate proposed budget amendment expected next month.

After brief questions, a legislator moved the item and the motion was seconded. The Legislature voted aye and the motion passed.

The measure does two things in a single action: it approves the investigators’ collective bargaining agreement and amends the 2025 District Attorney’s Office budget to reflect the agreement. The presentation noted that the director of employee relations handles contract negotiations and that specific budget amendment details will be brought back to the Legislature as needed.
