Director Sean Frederickson told the council a new grant writer and timing prompted the quick request; staff recommended reducing the request to $600,000 and using $75,000 already budgeted for groundwater/stormwater testing at Father Sheehan Park as the 25% match.
Frederickson said the $600,000 would be used for feasibility study and design work and that in-kind labor (park and road department staff) could help meet the match. He told commissioners the grant application deadline was March 1 and awards would be made in May. Commissioner Morgan moved to concur and amend the communication to request $600,000 with the 25% match; the motion passed 10-0.
During a lengthy council discussion, several commissioners urged applying for the larger amount while staff argued the smaller request matched the department's capacity to guarantee the required local match. If awarded, staff said the funding would support testing, design and early construction measures to address chronic stormwater and surface-water problems at Father Sheehan Park and adjacent recreational fields.
