Council concurs in development agreement to bring Tractor Supply to Harrison Avenue URD

The council concurred 10-0 in a development agreement between the Harrison Avenue South Urban Renewal District and the developer for a proposed Tractor Supply store and associated retail pads. Karen Burns, director of community development, said the district's board reviewed the application and approved the development agreement that would reimburse the developer up to $300,000 over eight years after the developer documents completed work.
Burns explained the district's purpose is to support redevelopment along Harrison Avenue and that public investments have been used previously for site preparation, demolition and infrastructure in support of private development. She said the proposed development is estimated at about $4.5 million and would allow Tractor Supply plus room for three other retail locations on the corner.
Commissioner O'Leary moved to concur and place the communication on file; the motion passed 10-0. Burns said the first reimbursement is tied to completion and inspection and that the county would not make payments until the work met building inspection and certificate-of-occupancy criteria.
