Budget staff outlines $140,000 appropriation, P-card use and streaming costs for commission

Karen Hasler, a county finance staffer, briefed the Butte-Silver Bow Study Commission on Feb. 10, 2025 about the commission’s budget, procurement rules and options for broadcasting and printing.
"Last year in the budget, there was $140,000 appropriated. It's in fund 2350," Hasler said. She told commissioners the appropriation was intended to cover the commission’s two-year period and that unspent funds in the special fund can carry forward. Hasler said roughly $43,000 remained in the “other purchase services” line at the time of the briefing, and she supplied a draft budget allocation showing lines for legal and compliance, research and analysis, publicity and office supplies.
Hasler advised that professional services above procurement thresholds require formal contracts and counsel review; she said a P-card (county purchasing card) is available for the commission’s ex officio clerk after training and signature on required documents. On broadcasting, Hasler said county IT posts meetings to YouTube and the county website and that any on-site IT overtime to set up or tear down equipment would be charged at overtime rates.
On printing and mailing, Hasler estimated that adding two to three additional ballot pages would not change postage but added printing costs are possible; she gave a general estimate of “a little bit less than a dollar a page” for printing. Commissioners asked for monthly budget status reports; Hasler agreed to provide a periodic balance sheet to include with the commission packet.
