Justin Caspersen, parks and recreation director, described a scope that includes removing overgrown vegetation and a water feature, replacing benches and tables, installing sidewalks, landscape beds and edging, importing topsoil and reseeding. He said the department received four bids and recommended acceptance of the base bid plus alternates 1, 2, 3, 4, 5 and 3b to complete the project in a single contract.
Caspersen said the City had $35,000 budgeted for the work but the low bidder, Beaver Creek Landscaping, offered a substantially lower price by donating a significant portion of labor and using materials already on-site. The board asked staff to confirm bid accuracy; Caspersen said he had spoken with the bidder and that the owner is a former firefighter who wanted to support the memorial project.
Board member Derek and another member noted a line item that appeared as $1 for re-leveling pavers; Caspersen explained that the $1 entry reflected donated labor and that the work would involve removing, re-leveling and returning existing pavers rather than purchasing new pavers.
A motion to accept the low bid and proceed with the recommended alternates was made and seconded; the board approved the award by voice vote and the chair announced the motion carried. No roll-call tally appears in the meeting transcript.
Background: Stroman Park is located near the former City Hall and was dedicated in memory of Marvin Stroman in 1992.
