Commissioners approve rezoning of 7684 NC Highway 87 to highway commercial

The Rockingham County Board of Commissioners on March 3 adopted ordinance PZ 2025-02, rezoning property at 7684 NC Highway 87 from residential agricultural to highway commercial.
Adam Barr, the county’s community development director and senior planner, presented the request and told commissioners, “This property is located at 7684 NC Highway 87, and this is a request to rezone a property from residential agricultural to highway commercial.” He said the case came to the board as a general-use rezoning and that the planning board “voted unanimously for approval for it.”
Barr said the parcel lies in the Highway 87 corridor between Wentworth and Reedsville, in a county land-class area where a mix of commercial, institutional and industrial uses already exists. He said a neighboring parcel to the west already zoned highway commercial is in common ownership with the applicant and that “all access will likely come through that property.” Barr also noted a small stream on the southern portion of the site and that the property is inside the Troublesome Creek watershed.
No members of the public signed up to speak at the public hearing, and the applicant attended but did not offer additional comments during the hearing. Commissioner Kallen moved to approve the rezoning and adopt ordinance PZ 2025-02; Commissioner Barrow seconded. The motion passed by voice vote.
The ordinance will be recorded per county procedures. Additional site controls and required permits (stormwater, erosion control, access permits) were not specified in the hearing record and will follow standard permitting and review processes.
