Applicant with social‑equity cannabis license asks Woodland to lift local ban

A public speaker identified as PJ told the council he had been awarded one of the state’s social‑equity cannabis retail licenses for Cowlitz County and urged Woodland to lift its local ban on retail cannabis so his business could locate in the city rather than nearby jurisdictions.
“Two years ago, the state gave out social equity licenses … and I got awarded one out of all those 44,” PJ said. “They gave me the Cowlitz County (license) to locate either here or Longview. And Longview is already at max capacity. So I'm here today to ask if Woodland could please lift the ban so I can ... open one here. It's missing out on a lot of tax revenue.”
PJ said he had experience managing two licensed cannabis retail stores and argued that local sales are already occurring but tax revenue is not being captured in Woodland when residents buy elsewhere.
Council did not take action during the meeting and the item was raised during the citizen‑comment portion of the agenda. Council members did not debate or schedule a follow‑up at that time.
