ALBANY — The New York State Senate on Feb. 9, 2025 approved legislation referred to in debate as the Loading Act to set guardrails for the state’s use of artificial intelligence in government operations, with an announced vote of 61 in favor and 1 opposed.
Senator Gonzales, who explained the vote on the measure on the Senate floor, described the bill as "a critical first step in a comprehensive vision for ethical and responsible AI adoption that puts the needs of everyday New Yorkers first." Gonzales said the bill would create transparency around how AI is used in state employment decisions and include labor protections for workers whose jobs could be affected by new technology. Gonzales also thanked the governor, the Senate leadership, and staff members named Mobeen and Nairam for their work on the bill.
