La Porte council reappropriates ARP coronavirus funds into 2025 budget

La Porte City Common Council on March 3 approved on second and final reading an ordinance to reappropriate American Rescue Plan Act (ARPA) coronavirus local fiscal recovery funds (Fund 2401) into the city’s 2025 budget.
Councilwoman Huffman introduced the ordinance by title, saying, “This is for additional appropriation for ARP coronavirus local fiscal recovery fund number 2401.” A staff member told the council that the move simply moves previously approved contracted appropriations into the 2025 budget and is not new money: “all this is doing is reappropriating these into the approved contracted appropriations.”
The staff member said a public hearing on the matter was held at the council’s Feb. 18 meeting and that an encumbrance resolution had been approved at the end of last year before the transfer resolution. Council members reiterated that the action restores previously approved amounts into the new budget year because of statutory requirements.
The council approved the minutes of the prior meeting by voice vote and then voted on the ordinance. With all members present and no opposition called, the council passed the ordinance.
The ordinance does not change the total funding for the projects covered; rather, it moves previously authorized contract amounts into the proper line items in the 2025 appropriations. The staff explanation noted some spending occurred in 2024, which produced slightly different line-item figures, but did not create additional contracts or new projects.
Council President Franke closed business items and moved to standing committee reports.
