El Dorado commission approves municipal judge and prosecutor contracts, continues city manager’s pay and bonus

At the meeting the commission approved a contract to continue Cammie (spelled in the agreement as "Cammy" in the agenda text) Baker as municipal judge; the updated agreement adds a separate docket for local ordinance and code-enforcement hearings in addition to the criminal docket, City Manager David Dilner told commissioners. The motion to approve the municipal-judge professional-services agreement was made and seconded during the meeting; commissioners voiced aye and the chair announced the motion carries. The commission also approved a professional-services agreement with Rob Lane to serve as municipal prosecutor; that contract likewise was revised to include the municipal local-ordinance docket described by staff. The motion and second for that approval passed by voice vote with no named roll-call recorded at the meeting.
Later in the agenda, the commission recessed into executive session under the non-elected personnel exception of the Kansas Open Meetings Act, citing KSA 75-4319(b)(1), to discuss the city manager’s annual evaluation and to reconvene at 7 p.m. Following that closed session, a motion was made to continue the city manager’s contract and provide a 5% market adjustment and a 7.5% bonus. The motion was seconded and the chair announced, “Motion carries five-zero.”
The consent agenda — including approval of City Commission work-session minutes from Feb. 12, 2025 — was approved earlier in the meeting by voice vote. The meeting adjourned after the commission approved the motions listed above.
