Finance staff member Ms. Wheeler reviewed Resolution 25.31, a budget amendment that increases general fund revenues by roughly $1.97584 million overall after a variety of corrections and reserve transfers; Wheeler described revenue increases including recycled material sales ($4,784), state reimbursements for sheriff and fire stipends, a TEMA revenue item, and a Rotary Club donation for a microchip station at animal control. Wheeler identified specific expenditure adjustments including using an engineering vacancy to fund a new emergency management director hire, a $44,000 pictometry contract and data migration for the assessor's GIS work to be funded from GIS reserves, and $32,000 for data processing equipment at the annex funded from county clerk reserves. She said the net decrease in fund balance for the general fund in the amendment is $293,002.68.
Wheeler also summarized capital projects fund corrections related to the recent elementary school land purchase and an increase in the budgeted fund balance of $3,283,006.64 related to will tax allocations.
The commission placed a series of grant acceptances and related resolutions on the consent agenda, including: Resolution 25.32 (State of Tennessee Volunteer Firefighter Equipment and Training Grant), Resolution 25.33 (Bureau of Justice Assistance joint grant funds), Resolution 25.34 (State Criminal Alien Assistance Program award), Resolution 25.35 (authorization to apply for Tennessee Hospitality Recovery Fund grant for the Clarksville Montgomery County Tourist Commission), Resolution 25.36 (State Homeland Security Grant Program), Resolution 25.37 (agreement with Aspire Clarksville Foundation related to a Clarksville Montgomery County Community Health Foundation grant), and Resolution 25.38 (amendment to the Office Park interlocal agreement to permit purchase of adjacent property by the Industrial Development Board). Wheeler and the mayor characterized these items as noncontroversial and appropriate for the consent agenda; commissioners may request any consent item be removed for separate consideration at the formal meeting.
Appointments and nominations were announced for boards and commissions, including an appointment to the Convention and Visitors Bureau and a 911 appointment to fill an unexpired term. Verbal reports were delivered by the school board liaison and health council; those were informational and did not require action during the informal session.
All items were set to appear on the formal meeting consent agenda; no formal votes on the listed resolutions were recorded at the informal meeting.
