The School District No. Re-3 Fort Morgan assistant superintendent for human resources reported several personnel and benefits items, including a health plan renewal, a potential emergency-radio grant and a proposal to adjust substitute pay for classified staff.
Jason Pratco told the board the district's CBIT renewal rate came in at 5.5%, which he said equates to roughly $47 per employee per month; he highlighted improvements in claims ratios that helped lower rates. Pratco briefed the board on a potential "C for Schools" grant the district is pursuing; he said the grant could be in the $750,000–$800,000 range and would be fully funded (no local match) and could provide emergency radios for every school if awarded. Pratco said the district has engaged a grant writer to support the application.
On substitute pay, Pratco said the district currently pays some classified employees a flat substitute rate that can be lower than certified substitute pay when they fill a teacher role. He proposed paying classified employees an additional one hour at their regular hourly rate when they substitute for a certified teacher for a day; if the classified employee holds a teaching license, Pratco proposed two hours of additional pay. He characterized the change as a cleaner payroll approach and noted it would still be less costly than hiring a certified substitute in many cases.
Pratco also reported routine personnel activity and a small change to the sick bank policy language intended to clarify eligibility; the board approved the consent agenda that included the personnel action report.
