City selects Plano Cowden as CMAR for 12 South Summit renovation; preconstruction phase underway

Gaithersburg staff updated the mayor and council on March 3 that Plano Cowden Construction of Baltimore has been selected as the construction manager at risk (CMAR) for the renovation of 12 South Summit Avenue.
Brian Fields reported Plano Cowden has regional CMAR experience and demonstrated expertise in occupied building renovation projects. Under the CMAR delivery method, phase 1 comprises preconstruction services and phase 2 will be the construction phase. Plano Cowden’s fixed fee for phase 1 (preconstruction) is $97,000, which the city said is below the threshold that would require separate council approval for that contract phase. The preconstruction work includes schedules, cost estimates, design review and value engineering and will culminate in a guaranteed maximum price (GMP) submission; staff expects the GMP by December 2025. If the GMP is acceptable, staff will prepare a contract amendment and submit it to the mayor and council for approval before construction proceeds.
Fields said the architect will present preliminary 15% concept design plans to the council at the March 24 work session. No contract amendment or final GMP was presented at the March 3 meeting.
