Council OKs plan to split lot on North Lincoln Avenue; first reading approved

On Feb. 27 the Tampa City Council approved on first reading an ordinance (file REZ25-19) to rezone 3502 North Lincoln Avenue from RS‑50 to a plan development (PD) for two single‑family detached dwellings.
Planning staff Jennifer Malone said the property is in McFarland Park with surrounding RS‑50 single‑family neighborhoods; the requested PD would allow a second detached dwelling on a subdivided lot. Development Coordination staff said an existing one‑story house would remain and the applicant proposes a new two‑story house of about 1,806 square feet on the northern portion of the lot.
Agent Mike Nolan said the proposal is consistent with planning commission findings. Councilmember Miranda moved the ordinance for first reading; Councilmember Carlson seconded. The roll call vote was unanimous; second reading and adoption were scheduled for March 27, 2025, at 10 a.m. Staff noted site modifications must be made between first and second reading as required by the submitted site plan revision sheet.
