The Board of Public Works and Safety on March 3 granted Duke Energy's transmission division permission to close a sidewalk and one lane on the south side of Smith Valley Road between Avery and Woodman during construction of new, taller transmission poles.
Jim, who presented the request on behalf of city staff, said he walked the site with Duke Energy representatives and that the company will implement a maintenance-of-traffic plan and provide traffic control during work. "For a safety standpoint, I think we should go ahead and grant allow them to close the sidewalk and, one lane of traffic," Jim said.
Staff estimated the transmission work could take up to two months, with completion aimed for mid-May; distribution work that follows transmission could have a separate window of up to 60 days, though staff said Duke representatives indicated the full sequence would likely be shorter than the maximum. The company will leave at least the eastbound lanes open, and staff said it had briefed the school superintendent and principals about the plan.
The board approved the request after a motion, with members voting "Aye." Staff instructed Duke Energy to use a formal maintenance-of-traffic plan during the closure and to coordinate with schools and city traffic control staff.
