Bossier City Council approves multiple ordinances, resolutions and appointments; several projects introduced

The council approved final-reading ordinances and first-and-final resolutions on a mix of routine and development matters, including authorizing engagement of Heard Vestral LLC to audit the Firemen's and Policeman's Pension and Relief Funds; installing a four-way stop at Greenacres Boulevard and Fairmont Drive; amending a contract with Tyler Technologies to add planned continuing-education and strategic account-management services; and approving a subscription agreement with Munico Civic Plus for annual codification of the code of ordinance supplements.
The council also adopted a conditional-use approval for on-premise sale of high- and low-content alcohol at Red River Billiards (2090 Brookshires Arena Drive, Suite 100) on final reading and approved a convenience-store-with-fuel ordinance for a Murphy USA site after a developer presentation. The council unanimously approved a resolution adopting the Louisiana compliance questionnaire for audit engagements and declared certain Fire Department equipment surplus to be donated to Simple Church. The council reappointed Steve Moran to the Bossier City Municipal Fire and Police Civil Service Board (term effective 2025-03-06 through 2028-03-06) and approved a parade permit fee waiver for a children’s parade on March 4, 2025.
Several items were introduced on first reading for later consideration: an ordinance appropriating $2,500,000 from the 2025 Emergency Medical Services capital fund to build a vehicle maintenance garage for the Bossier City Fire Department; design agreements with Beast Engineering for improvements to Benton Road (LA-3) and for the 2025 citywide street improvements project; appropriating $595,816 from the 2018 LCDA bond fund for a shoot house and shooting-range improvements; and a renewal of the cooperative endeavor agreement with the Shreveport-Bossier Convention and Tourist Bureau to dedicate hotel/motel occupancy tax proceeds for the Civic Center, riverfront and downtown development. The council also adopted a resolution authorizing the hiring of one building maintenance employee due to a retirement (first and final reading).
