Item 10.1 — Resolution ratifying Stanislaus Consolidated Fire Protection District development impact fees — Approved, 5–0 - After a public hearing with district staff and consultant testimony, council voted to ratify the district’s adopted development impact fees (roll call: Uribe, Pimentel, Kahl, Vice Mayor Fossey, Mayor Hernandez — all Yes). District staff said just under $1 million in restricted fees have been collected to date and that fees will help offset capital needs for a planned Riverbank-area station.
Item 11.1 — Petition from Riverbank 108 LLC (Tractor Supply project) — Two separate actions - Storm-drain system development fee: Full waiver approved, 5–0. Staff justified the waiver because the development proposes an on-site stormwater retention basin that would remove impacts to the city storm-drain system. Staff estimated the waived amount at roughly $267,000. - Traffic system development fee (Tractor Supply building only): 60% reduction approved, 3–2. Roll call: Uribe (No), Pimentel (Yes), Kahl (No), Vice Mayor Fossey (Yes), Mayor Hernandez (Yes). Staff said the applicant’s trip-generation analysis using ITE rates supports a lower fee for tractor-supply use; public commenters urged coordination with Caltrans on driveway and turn-movement safety.
Item 11.2 — Direction to surplus 10-acre city parcel at Eleanor and Kentucky — Approved, 5–0 - Council directed staff to begin surplus procedures, notify public agencies, obtain an appraisal and return with the required surplus resolution and disposition recommendations. Staff said proceeds would seed development of a separate 2-acre park site.
Other administrative notes - City offices closed Monday, Feb. 17 for Presidents Day (staff announcement).
