Federal Way committee forwards NPDES stormwater annual report to consent agenda

Kevin Due, water quality program supervisor in Public Works, told the committee the city must submit an annual stormwater report to the Washington State Department of Ecology as required by the city's NPDES permit. "I am here asking approval to submit our annual report, our stormwater annual report to the Department of Ecology as required by our permit by Department of Ecology," Due said.
Due summarized the permit structure and the city's programs tied to each section of the permit, including stormwater planning, public education and outreach, public involvement, MS4 mapping and documentation, illicit discharge detection and elimination, erosion and sediment control at construction sites, retrofit and existing development management, source control for businesses, operations and maintenance of infrastructure, and monitoring and assessment. He said the current permit term is effective through mid-2029 and noted the city maintains more than 22,000 structures and about 480 miles of pipes and ditches.
Committee members asked about the new existing-development retrofit requirement in Section 7, funding, and whether Ecology and advocacy groups read the reports. Due said the city has been assigned 16.3 equivalent retrofit acres, has completed roughly half, and needs about eight more structural retrofit acres to meet its assignment. He said implementation could be funded with current stormwater fees and that Ecology and groups such as Puget Soundkeeper Alliance and the Sierra Club do review the report and sometimes submit questions.
After discussion the committee moved to forward the "2024 annual report and 2025 stormwater management program plan" to the March 18, 2025 consent agenda for council approval. The motion to forward was seconded and carried by voice vote with "Aye." The formal approval of the report will occur at the full council consent agenda unless otherwise directed.
The city's options noted in the presentation were to approve the annual report as recommended by staff or not approve it; staff recommended approval and forwarding to the consent agenda.
Ending: The committee did not alter the report content at the meeting and directed it be forwarded to the March 18 consent agenda for council action.
