Project manager reports no new major change orders, contingency under $200K; substantial completion targeted around July 4

Nathan, the county project representative, updated the Pulaski County Commissioners on courthouse renovation progress and project finances.
Change orders and issues: Nathan said there have been no new change orders since the last meeting but that several pending items remain, including a likely plaster repair request in the north hallway outside the recorder’s office where previous repairs revealed additional deterioration. He said Lumenaut is in discussions with MEP engineers and pressing the manufacturer regarding an ongoing emergency ASRAC issue.
Finances and contingency: After approval of recent change orders, Nathan reported the project contingency balance is now just above $196,000. He said the Ton and Blank portion of the contract remains healthy, “still close to, if not above, $400,000,” and that Ton and Blank submitted a January invoice late due to IT issues; both January and February draws will be submitted later in the month. Nathan said the county is approaching a point where partial cashing out of a $5,000,000 certificate of deposit may be needed to pay contractor invoices.
Ineligible interest funds: Nathan reported a current total of $60,160.90 in ineligible interest funds — interest that cannot be allocated to the courthouse project and must be used for other county‑owned facility improvements (examples cited: Justice Center, annexes, EMS). He warned that any interest accrued from cashing out the CD could add to that pool and that timing and penalties on cashing the CD could affect the final amount available.
Construction progress and schedule: Delta 3 connected the building plumbing to the Winamac water system, leaving one underground utilities task remaining. MEP installations and lighting, painting, staining of millwork and tiling in lower‑level hallways are continuing; Superintendent John Allen expects tiling to begin next week. Nathan said the team is targeting substantial completion around July 4 with punch list work, furniture placement and department moves to follow.
Nathan noted the county has options for using ineligible interest funds on other county properties and that staff continue to manage invoices and cash‑flow needs as contractor draws arrive.
