Springfield committee adopts FY2026 budget with amendments; adds funding for barricades, patrol vehicles, delays bookmobile purchase

The Springfield Committee of the Whole voted to adopt the city's annual appropriation ordinance for the fiscal year beginning March 1, 2025 and ending Feb. 28, 2026 after approving a series of technical and regular amendments on Tuesday.

Director Metzger, the city budget director, led council members through the amendments and answered questions about pension funding and several line-item changes. Metzger said the city's projected required pension payments differ depending on a funding target: "At 90% funding, the [annual pension] would be about $15,770,000. At 100% it's $19,200,000," she said, adding the gap represents multiple millions of dollars in added expense.

Why it matters: The annual appropriation ordinance sets legal spending authority for every city department; the amendments reclassify grant payments, move previously budgeted capital expenses into the coming fiscal year and add targeted public-safety and equipment authority that officials said they plan to pursue through later purchase ordinances.
