The Village of Carol Stream Board of Trustees approved Resolution No. 3401 honoring Police Officer Matthew Tax on his retirement and adopted a consent agenda that included maintenance and fireworks contracts, two liquor-license ordinance changes and three resolutions connected to the Southeast bike trail project.
The resolution, read into the record by Mayor Savarino, notes that Matthew Tax joined the Carol Stream Police Department on June 28, 2004, served in roles including patrol officer, evidence technician, field training officer, tactical detective and rapid deployment instructor, and after 20 years of service has retired. Mayor Savarino read the resolution language that “the services and dedication displayed by Matthew Tax to the village of Carol Stream and his accomplishments in the field of law enforcement are hereby recognized and commended.”
The board passed Resolution No. 3401 on a voice/roll-call vote. Trustee McCarthy moved the resolution and Trustee Frusillone seconded; roll call recorded ayes from Trustees Guthrie, Anselmo, Berger, Zayler, Frizzelloni and McCarthy. The board recorded the resolution as Resolution No. 3401.
The meeting then established and approved a consent agenda by motion. The consent package included: a staff recommendation to award a contract to Native Torch LLC in the amount of $22,660 for the 2024–25 pond, shoreline and wetland maintenance prescribed burning (cited as pursuant to section 5-8-3 of the village municipal code); approval of a $31,000 contract with Pyrotechnical Fireworks Inc., subject to chapter 5, article 8, sections 5-8-14(a) and (b) of the Village of Carol Stream Code of Ordinances; ordinances to increase two classes of liquor licenses (Ordinance No. 2025-03-05 for Entre Santos Mexican Grill, and Ordinance No. 2025-03-06 to add a license for the Carol Stream Park District); and three resolutions related to the Southeast bike trail project (Resolution No. 3402, an Illinois Department of Transportation local public agency engineering services agreement; Resolution No. 3403, committing local funds for construction and construction engineering; and Resolution No. 3404, authorizing acquisition of Parcel 16326 South President Street and a temporary easement).
Additional consent items approved by omnibus vote included two raffle-license approvals (one waiving the fee and manager’s fidelity bond for the Carol Stream Citizens of the Year event scheduled for 03/08/2025, and another for the village’s summer concert/movie/fall fest/tree-lighting events with related fee waivers and an amplification-permit fee waiver), multiple warrants and addendum warrants covering payment periods in February and early March 2025, and the treasurer’s revenue and expenditure statements for the month ended Jan. 31, 2025.
Trustee McCarthy moved to place the listed items on the consent agenda; Trustee Anselmo seconded. The omnibus approval of the consent items was moved by Trustee McCarthy and seconded by Trustee Guthrie; the clerk called the roll and recorded ayes, and the motion carried.
