Two Rivers manager updates council on hires, elevator overhaul, scholarships and downtown investments

City Manager Greg delivered the March 3 City Manager’s report to the Two Rivers City Council, introducing new hires, reviewing a building project at City Hall, outlining outreach and survey deadlines for the city manager search, and summarizing local business investments.
Greg introduced Jody Miller, newly assigned clerical and evidence custodian and a former Manitowoc County correctional staff member; Jessica Rogers, a new community service officer and National Guard veteran; and Hailey Thompson, a newly hired dispatcher who will be sworn in at the council meeting. Greg said the hires address ongoing staffing needs in public safety and dispatch.
Greg described an elevator overhaul at City Hall that is replacing control systems, motors and hydraulics. He said the project is a roughly $120,000 investment to renew the 1993-installed elevator and keep City Hall accessible; council will temporarily meet at the Lester Library while work continues.
Greg also updated the council on the city manager search survey: the survey form is available online and in paper at City Hall; the transcript record shows 13 public responses at the time of the meeting. Online responses were due by 5 p.m. on Friday, March 7; paper responses could be brought to City Hall by the 11:30 a.m. closing time on that Friday, per the staff announcement. Greg asked council members to return their internal survey responses to Public Administration Associates by Wednesday of that week.
On community and economic development, Greg described a roughly $1 million expansion at Sobeys Auto Service that the city is assisting with a $200,000 pay-as-you-go incentive from Tax Incremental District (TID) No. 12, and a new 6,000-square-foot facility planned for Rush Logistics on a two-acre Woodland Industrial Park site, with construction expected later in the spring. Greg also said the city’s shoreline planning initiative remains on hold pending clearer federal funding guidance, and staff expect possible Safe Drinking Water Loan Program and Clean Water Fund assistance for a summer street project.
Greg noted Two Rivers Utilities is offering two $500 scholarships to area graduating seniors with an application deadline of April 4 and said there are at least two candidate forums scheduled before the April 1 municipal election (League of Women Voters forum this Thursday, and a Two Rivers Business Association forum on March 18). Greg also mentioned Parks & Recreation staff recognition: Jared Rohr completed the National Recreation and Parks Association Maintenance Management Institute; Mary Amilian earned certification as an AARP tax-preparer site coordinator.
"We stand at a 13 public responses on the survey thus far," Greg said in the meeting. He said staff hope to announce new full-time employees at a subsequent council meeting once conditional offers are finalized.
The council did not take formal votes on these items at the March 3 meeting; Greg said staff expect to return with formal personnel introductions and any required agenda items at future meetings.
