The discussion focused on three staff “diagnoses”: (1) create a separate bicycle‑parking table and consider increasing minimums for residential units, (2) update design guidelines (location, security, accessibility, dimensions and acceptable racks) and (3) coordinate with the Downtown Development Authority and Transportation Division to view bicycle parking as part of a broader network.
"Both the planning commission and staff have identified the need to update the city's bicycle parking requirements and standards," said Julia Shaikh, a city planner, introducing the memo from staff. The memo noted that peer cities often require one or two bicycle spaces per multifamily dwelling unit and that the current Unified Development Code (UDC) in Ann Arbor requires one bicycle parking space for every five dwelling units.
