Members also discussed administrative compliance items. A committee member raised whether completion of Open Meetings Act training and Roberts Rules certification should be required annually or only upon election; staff responded that they would check the requirement. The committee noted that Open Meetings Act compliance falls under state law rather than Roberts Rules.
A question was raised about a provision that would require new committees to be established only after recommendation to and approval from both the appointments and legislation and rules committee and the finance committee. Committee members said the finance committee review was intended to confirm whether any costs (for example, mileage or per diem) were budgeted before creating a new committee.
Members asked how the committee would track legislation affecting counties. The committee was told that members receive legislative updates from the Illinois Association of County Board Members and the UCCI and that committee members can forward or highlight bills of interest. One member urged creating a mechanism to track agency legislative liaisons and associations that take pro or con positions on bills.
The committee agreed to have staff and legal counsel review the rules draft for accuracy against cited federal regulations and to confirm whether additional procedural language or annual certification requirements should be added. No formal action on the rules text was taken at the meeting.
