At its March 3 meeting the Port Hueneme City Council recorded a series of unanimous decisions on procedural and policy items. Several required either a motion on the floor or were adopted as part of the consent calendar; the council voted unanimously on each item listed below.
Votes at a glance
- Consent calendar: Approved (unanimous). The consent calendar included routine items and the recommended purchase of a CCTV video-inspection truck; council members voted yes on the single-motion consent package.
- Electronic campaign disclosure ordinance (first reading introduced): Council voted unanimously to introduce an ordinance allowing electronic filing of Fair Political Practices Commission campaign disclosure statements and related filings. The ordinance was introduced by title only for first reading; adoption is scheduled for a future meeting.
- Regional Defense Partnership (RDP) primary representative: Council reappointed Mayor McQueen Lejeune as the city’s primary RDP representative after Mayor Pro Tem Jess Lopez said a work conflict prevented him from serving in that capacity. The reappointment passed unanimously.
- RDP priorities for Washington, D.C.: Council directed staff to carry four priorities listed in the RDP staff packet — items 3, 4, 5 and 6 — to the Regional Defense Partnership and to the mayor’s Washington, D.C. advocacy. Council discussion specifically flagged dredging and sand replenishment (goal 6 in the staff materials) as a priority to include in the delegation’s talking points. The motion to move forward with those four goals passed unanimously.
- Citizens Advisory Commission / Measure U committee: Council voted to standardize advisory-board appointments so the Citizens Advisory Commission and the Measure U Committee align with council-member appointment cycles (option 4 in the staff report). The action eliminated the Measure U two-term (four-year) limit and moved the appointments toward a consistent code-aligned approach. Motion passed unanimously.
- Recreation events: Council approved staff’s recommendation to continue the three-point contest and the city’s fun-run/5K (with a 1K youth run) as city-organized events. Other activities initiated by a former council member were offered back to REACH for possible continuation; staff will work with REACH where appropriate. Motion passed unanimously.
- Veterans advisory commission: Council directed staff to draft a veterans advisory commission; the motion asked staff to return with a recommended ordinance or resolution and suggested quarterly meetings to begin. Motion passed unanimously.
What the votes mean
Many of the actions are procedural (consent calendar, ordinance introduction) or administrative (appointing representatives, standardizing terms). The priorities the council selected for the Regional Defense Partnership — and the specific direction to include dredging and sand replenishment among advocacy goals — indicate a cross-jurisdictional concern about beach replenishment, federal funding and coordination with county and port partners.

What’s next
Most items require staff follow-up: the ordinance for electronic FPPC filings will come back for adoption; staff will return with standardizing language and a resolution to adjust advisory-body terms; staff will craft a veterans advisory commission framework for future council consideration; and city staff will coordinate RDP talking points with the mayor and the county for upcoming advocacy in Washington, D.C.
Staff and council members indicated the city will also follow up with REACH and former council members about which community events REACH intends to continue.
