The Kankakee City Council approved a resolution accepting the city’s draft consolidated plan for the 2025–2029 Community Development Block Grant (CDBG) program and authorized submission to the U.S. Department of Housing and Urban Development (HUD), while staff cautioned that final award amounts remain subject to the federal budget.
Director Brewer Watson summarized a months-long planning process that included a Jan. 17 public hearing and outreach to housing agencies and the housing authority, which provided updated data incorporated into the plan. The city presented the consolidated plan for committee review and first reading before the council’s final approval.
Brewer Watson said that, in the absence of an enacted federal budget, the plan’s numeric allocations may need to be amended later; she recommended adopting the current draft so the city can submit it to HUD by the required deadline and then amend the plan if federal allocations change.
Alderman Barron moved to approve the resolution; Alderman Swanson seconded. The roll-call vote approved the resolution 13-0. The record shows staff will submit the document to HUD and return with any required amendments after federal allocations are finalized.
